Key Requirements
Minimum Age
Pets must be at least 3 months old at vaccination and wait 21 days before travel — in practice, at least 15 weeks old. Pets from high-risk rabies countries need significantly more time due to the additional titer test and waiting period.
Microchip Before Vaccination
An ISO 11784/11785-compliant (15-digit) microchip must be implanted before vaccination. If your pet only has a non-ISO chip that’s still readable, your vet can implant a second ISO-compliant chip alongside it — both numbers and implant dates must then be documented on the EU Health Certificate.
Rabies Vaccination
Required for all dogs, cats, and ferrets, given after 12 weeks of age, with a 21-day wait before travel.
Rabies Titer Test — High-Risk Origins Only
Required only if the pet is travelling from a country not exempt under EU Regulation 576/2013. For these origins, the test must be done at least 90 days before travel to Spain.
EU Health Certificate
Required for pets entering the EU from outside, plus a signed Declaration of the move’s non-commercial nature that must travel with the certificate. Issued by an accredited veterinarian and endorsed by the relevant authority within 10 days before entry (endorsement isn’t required if a military veterinarian issues it). The non-commercial certificate covers up to 5 pets travelling within 5 days of the owner, or 6+ privately owned pets over 6 months old travelling together to a competition, exhibition, or training event within 5 days of the owner.
EU Pet Passport — For Onward Travel
Not used for the initial entry into the EU. Once the pet is in Spain, an authorised veterinarian can issue an EU Pet Passport for any further travel within EU member states.
Customs Broker & Destination Agent
Neither is required, but both are highly recommended to handle the arrival process smoothly.
Number of Pets
A maximum of 5 pets per person under the standard non-commercial route. Larger groups travelling together for events have a separate allowance — see the Health Certificate requirement above.
Restricted Breeds — Registration & Muzzle
The following breeds aren’t banned from entering Spain, but must be registered within 3 months of entry and muzzled to pass through security: Pit Bull Terrier, Staffordshire Bull Terrier, American Staffordshire Terrier, Rottweiler, Dogo Argentino, Fila Brasileiro, Tosa Inu, and Akita Inu.
