Pets must be at least 16 weeks old to enter, accounting for the 21-day wait after rabies vaccination. Pets from high-risk rabies countries need significantly more time due to the additional titer test and waiting period.

The ISO-compliant 15-digit microchip (ISO 11784/11785) must be implanted on the same day as or before the rabies vaccination.

Required for all dogs, cats, and ferrets, given after the microchip, with a 21-day wait before entry.

Required only if the pet is travelling from a country the EU classifies as a high-risk rabies country. The blood sample must be taken at least 30 days after the primary or booster vaccination, and at least 3 months must pass between the blood test and entry into Luxembourg.

Required for pets entering the EU from outside, endorsed by an official veterinarian in the country of departure, issued at least 10 days before arrival in the EU, plus a written declaration of the move’s non-commercial nature. If travelling under someone else’s care, you must be reunited with your pet within 5 days of entry.

Not used for the initial entry into the EU. The same EU Health Certificate remains valid for further travel within the EU for up to 4 months from issuance, or until the rabies vaccination expires, whichever comes first.

Neither is required, but both are recommended to handle the arrival process smoothly.

Pets can also enter by road, with veterinary inspection available at the Wasserbillig (Germany), Kleinbettingen (Belgium), and Rodange (Belgium/France) border crossings.

A maximum of 5 pets per person under the non-commercial route. Travelling with 6 or more pets, or without the owner travelling within 5 days of the pet, classifies the move as commercial and requires the commercial health certificate instead.
